PHILADELPHIA – As crews continue their work on the Construction Advancement Program (CAP) Project, aimed at revitalizing the Delaware River waterfront in Philadelphia, nearby residents are adjusting to the disruptions caused by the construction activities.

Overnight Closures and Lane Restrictions

The Pennsylvania Department of Transportation (PennDOT) has announced a series of overnight closures and lane restrictions on Interstate 95 (I-95) as part of the ongoing CAP Project.

• Lane Closure: From Monday to Thursday, officials have scheduled a lane closure on I-95 southbound between Market Street and South Street, occurring between 7 p.m. and 11 p.m.
• Full Closure: Additionally, between 11 p.m. and 5 a.m. from Monday to Thursday, I-95 southbound will be fully closed between I-676/Callowhill Street (Exit 22) and the Morris Street on-ramp.

Navigating Alternate Routes

To minimize disruption to traffic flow, officials have outlined alternate routes for motorists affected by the closures:

• Girard Avenue Interchange: Motorists are advised to use the Girard Avenue Interchange (Exit 23) or Callowhill Street (Exit 22) to access southbound Columbus Boulevard and the on-ramp to I-95 South at Morris Street.
• Closure of Ramps: The ramp from I-676 East to I-95 South will also be closed during the specified hours, with travelers directed to exit the Ben Franklin Bridge and utilize 6th Street, Race Street, and southbound Columbus Boulevard to access the on-ramp to I-95 south at Morris Street.

The CAP Project: A Transformational Endeavor

The CAP Project represents a significant investment in the redevelopment of Philadelphia’s waterfront area. With an estimated cost of nearly $330 million, the project aims to reconnect the city to the Delaware River waterfront through the creation of a multi-acre park and bridge spanning 11.5 acres. The project area extends from Columbus Boulevard to Chestnut and Walnut streets, encompassing Front Street to the Delaware River.
