The trial of a Vancouver police officer accused of assaulting a shoplifting suspect entered its second day in Clark County District Court. Officer Andrea Mendoza is facing allegations of holding a taser to the genitals of 20-year-old Elijah G. Prejean during an altercation last May.
Testimony from Prejean and Officer Mendoza
During Friday’s proceedings, Prejean took the stand, providing his account of the incident. He described the confrontation between himself and the officers involved, including Mendoza. Prejean admitted to shoplifting candy bars from Walmart, prompting the police response.
Body camera footage revealed chaotic moments as officers attempted to apprehend Prejean, who resisted arrest and was eventually tased. The footage also captured Mendoza allegedly pulling down Prejean’s pants, exposing his genitals, and threatening to use her taser on him.
Prejean expressed feeling embarrassed and violated by the incident, stating that he repeatedly asked the officers to pull his pants back up.
Officer’s Defense and Use of Force Training
Officer Mendoza testified, stating that her intention was to stop the altercation and ensure the safety of all involved parties. She denied any intent to beat up or embarrass Prejean. Additionally, Justin Box, a fellow officer, mentioned standard protocols taught in use of force training, emphasizing the avoidance of targeting sensitive areas without legal justification.
Mendoza has been placed on administrative leave from the Vancouver Police Department pending the outcome of the trial.

The trial is scheduled to resume on Monday, during which attorneys will present their closing arguments, and the jury will begin deliberations.
