Seattle Mayor Bruce Harrell has announced a substantial investment of $7 million towards enhancing the city’s response to substance-use disorder and post-overdose care. The initiative, unveiled on Monday, aims to address the pressing need for comprehensive support systems for individuals grappling with addiction.

Capital Funding Initiative

Mayor Harrell’s announcement detailed a capital funding initiative targeting facility improvements for local organizations providing essential services in opioid medication, post-overdose treatment, and case management. Among the recipients, the Downtown Emergency Service Center (DESC) stands to receive the majority of the funds, amounting to $5.65 million. This funding will facilitate the renovation of space at the Morrison Hotel on Third Avenue, earmarked for a post-overdose stabilization and care facility.

Focus on Immediate Stabilization

The envisioned facility will offer support for up to 23 hours, focusing on immediate stabilization following an overdose, the initiation of medication treatments, and subsequent connections to behavioral and relevant health services. This strategic approach underscores the city’s commitment to providing holistic care and intervention for individuals navigating the complexities of substance-use disorder.

Interdisciplinary Approach

Mayor Harrell emphasized the significance of adopting swift and empathetic response strategies in tackling the opioid crisis, particularly amidst the surge of fentanyl and synthetic drug use. The initiative aligns with Mayor Harrell’s Executive Order 2023-04, reflecting a concerted effort to address the multifaceted challenges posed by addiction within the community.

Collaborative Efforts and Federal Funding

The capital funding, sourced from the US Department of Housing and Urban Development’s Community Development Block Grant, marks a pivotal step in advancing the city’s Downtown Activation Plan. Pending federal approval, this allocation forms part of a broader $27 million investment aimed at fostering a secure and inviting downtown area. Additionally, Evergreen Treatment Services (ETS) stands to receive $1.35 million pending the finalization of their proposal, with plans underway to launch a new mobile clinic to address Seattle’s evolving needs.
