In a recent session, the Albuquerque City Council ratified a substantial $1.4 billion city budget, yet postponed decisions on additional measures concerning the city charter.
The session primarily revolved around meticulous discussions to finalize the budget, culminating in an 8-1 vote in favor, with Councilor Dan Lewis as the sole dissenting vote.
Budgetary Adjustments
A significant aspect of the budget deliberations involved reallocating funds from the Health, Housing, and Homelessness Department’s budget, amounting to over $1 million. Some councilors contended that not all allocated funds were being effectively utilized.
Deliberations also focused on averting fee hikes for swimming pools and aquatic activities to mitigate financial strain on families. To offset potential increases, councilors approved a nominal $1 per round fee increment at golf courses.
Additionally, the budget incorporated augmented funding to ensure the well-being of animals housed at the BioPark and Animal Welfare facilities.
Mayor Keller’s Response
Mayor Keller expressed intentions to endorse the budget, emphasizing its emphasis on bolstering public safety, addressing homelessness and housing issues, and enhancing the overall quality of life for Albuquerque residents.
Pending Initiatives
While the budget passed, the council deferred decisions on several key initiatives, including proposed alterations to runoff elections. Councilors are contemplating lowering the runoff threshold from 50% to 40%, a decision slated for the upcoming June 3 meeting.
Another proposal under consideration is the implementation of ranked-choice voting, where voters rank candidates by preference, potentially obviating the need for runoff elections. However, both propositions necessitate voter approval in November before implementation.
Furthermore, deliberations on amendments to the city charter were postponed. Among these amendments are provisions seeking to grant city councilors increased authority in the hiring and termination processes for key municipal positions, such as the city attorney and police chief.
Implications and Future Steps
The passage of the city budget signifies a crucial step in addressing Albuquerque’s fiscal priorities. However, the postponement of decisions on runoff election reforms and charter amendments underscores the ongoing deliberations aimed at refining the city’s governance structure and electoral processes.
