In 2025, the landscape of I-10 between the Loop 202 SanTan/South Mountain Freeway and the I-10/I-17 split will undergo a substantial transformation due to the ongoing Broadway Curve Improvement Project. This $776.6 million upgrade, initiated in July 2021 after extensive studies and collaboration with stakeholders, aims to enhance safety and efficiency along the 11-mile stretch.

Project Phases and Achievements

The project, managed by three contractors, is progressing through its four phases. Key achievements so far include:

  • Commencement of construction of two new Collector Distributor roads on both sides of the interstate between Baseline Road and 40th Street.
  • Replacement of the 48th Street and Broadway Road bridges.
  • Reconstruction of the 40th Street ramps.
  • Construction of the US 60-to-I-10 bridge.
  • Development of Alameda Drive and Western Canal pedestrian bridges across I-10 for pedestrians and bicyclists.
  • Addition of sound and retaining walls along specific highway sections.
  • Coordination of utility relocations.

Ongoing Developments and Future Milestones

According to the Arizona Department of Transportation (ADOT), further advancements are expected this year, including:

  • Completion of Collector Distributor roads and new SR 143 and I-10 direct connections.
  • Finalization of bridge work and reconstruction of the 32nd Street ramps.
  • Roadway and bridge improvements and widening.
  • Upgrades to drainage and signage, incorporating a wrong-way driver detection system.
  • Extension of the Highline Lateral Canal Multi-Use Path east of I-10.

Upon the addition of HOV lanes, I-10 will boast six lanes in each direction between the Santan Freeway and Baseline Road and eight lanes between Baseline and the I-17 split.

Traffic Control Success

Despite the immense engineering challenges, ADOT highlights the success of traffic control measures. The construction manager, Julie Gadsby, noted that traffic control has surpassed expectations, attributing it to mandating freeways as detour routes and allowing flexible start times for freeway closures based on traffic data.

Stakeholder Communication and Recognition

ADOT’s success extends beyond construction, with effective communication to stakeholders and the public. Marceline McMacken, an ADOT spokeswoman, emphasized the importance of continuously updating businesses along the project area about restrictions and closures.

The “Ready to Rubble” campaign, recognized with an award, showcased ADOT’s comprehensive communication strategy, utilizing various platforms to inform motorists about disruptions and changes.

Regional Transportation Plan and Future Impacts

Identified in the Maricopa Association of Governments’ Regional Transportation Plan, the Curve Project addresses the need to reduce travel times, improve airport access, support ridesharing and transit, and prepare for future growth projections. The project covers a critical third of the 31-mile I-10/I-17 corridor known as “The Spine,” serving 40% of the Valley’s daily traffic.

Addressing Traffic Jams and Future Projections

Traffic congestion on I-10 and I-17 had significant adverse effects on access points, bridges, pump stations, and arterial streets within “The Spine.” Without intervention, a study warned that congestion would extend beyond peak hours, necessitating at least $2.5 billion in improvements for the entire 31-mile corridor by 2040.

Neighborhood Preservation

An important accomplishment of the Curve Project is the minimal impact on the character of neighborhoods near I-10, aligning with the study’s recommendation for no change or disruption.

Conclusion: Shaping the Future of Transportation

The Broadway Curve Improvement Project stands as a testament to effective collaboration, engineering prowess, and strategic communication. As the project progresses, it not only transforms the physical infrastructure but also sets a precedent for managing large-scale construction projects while minimizing disruptions to communities and maintaining a seamless flow of traffic.
