Philadelphia, PA – A Pennsylvania State Trooper involved in a contentious arrest of a city official and her husband earlier this year has exited the force, state officials confirmed on Friday.

The incident unfolded on Saturday, March 3, during a traffic stop on the Vine Street Expressway. Celena Morrison, Executive Director of the city’s office of LGBT affairs, and her husband were both detained during the altercation.
Details of the Encounter
According to an internal State Police document, Trooper Andrew Zaborowski, a 2023 academy graduate, was the arresting officer. The confrontation, partially captured on video, sparked controversy and garnered significant attention on social media platforms.

In response to the incident, Pennsylvania State Police initiated an internal probe. The trooper involved was subsequently placed on desk duty pending the outcome of the investigation.

The Pennsylvania State Troopers Association criticized the department’s handling of the situation, expressing disappointment in the decision to sideline the trooper. Meanwhile, legal representation for Morrison and her husband indicated preparations to file a lawsuit against the state police and the trooper.

Following the incident, all State Troopers assigned to Troop K, which encompasses Philadelphia, Delaware, and Montgomery counties, have been equipped with body-worn cameras. This expedited rollout, completed ahead of schedule, aims to enhance transparency and accountability within law enforcement operations.
