HARRIS COUNTY, Texas – The Harris County Commissioners Court has greenlit two groundbreaking childcare initiatives, signaling a significant step forward in enhancing childcare services within the county.
Property Tax Exemption for Childcare Facilities
The first initiative introduces a complete property tax exemption for eligible childcare facilities, marking a crucial measure to bolster the accessibility and quality of childcare services. This exemption, sanctioned by Texas voters through a constitutional amendment, aims to alleviate financial burdens on childcare facilities while incentivizing them to cater to low-income families.
Commissioner Rodney Ellis underscored the importance of this move, stating, Lack of access to affordable childcare is a significant barrier to prosperity for working families in Harris County. He emphasized the historic investments made by the Commissioners Court in childcare, ranging from funding zero-cost childcare slots to facilitating facility upgrades.
The 100% property tax exemption for qualifying childcare centers is poised to further support working families and nurture the future prospects of children across the county.
Responsive Intervention Supports & Engagement (RISE) Program
In addition to the property tax exemption, the Commissioners Court also approved an interlocal agreement with the Harris Center for Mental Health and IDD to administer the Responsive Intervention Supports & Engagement (RISE) program. This initiative is tailored to address the unique needs of families raising children with developmental delays.
The RISE program, set to reach nearly 25,000 families, will offer vital support and early intervention services. Commissioner Ellis emphasized the program’s significance, stating, All children deserve the best quality care and education to reach their full potential.
Targeting areas including Second, Third, and Fifth Wards along with Sunnyside and Sharpstown, the RISE program aims to provide critical resources to improve children’s outcomes, particularly for those with developmental disabilities affecting cognitive development or mental health.
