The Indianapolis Metropolitan Police Department (IMPD) has unveiled edited body camera footage capturing an officer-involved shooting incident that resulted in the death of a man on the west side of Indianapolis in March.
The incident, which occurred at the intersection of W. 33rd Street and Georgetown Road around 7:30 p.m. on March 31, was prompted by reports of a man firing several rounds into the air. Officers swiftly responded to the scene, where they encountered the suspect, identified as 31-year-old Luis Duran-Ruano.
Brief Pursuit Ends in Standoff
Upon their arrival, officers engaged with witnesses who provided crucial information about the suspect and a vehicle associated with him. Duran-Ruano, however, chose to evade officers, initiating a brief pursuit that concluded in the 3200 block of Winton Avenue.
IMPD reported that Duran-Ruano exited his vehicle armed with a firearm after the pursuit. Despite officers’ attempts to communicate with him, he brandished the weapon, at times pointing it towards his own head. As the situation escalated, a Special Weapons and Tactics (SWAT) team and crisis negotiators were deployed, establishing a perimeter around the scene.
Tense Negotiations and Tragic Outcome
The bodycam footage reveals tense negotiations between officers and Duran-Ruano, who repeatedly disregarded commands to surrender his weapon. Despite officers’ pleas for compliance and assurances that they did not wish to harm him, Duran-Ruano remained defiant, at one point indicating he would shoot himself if officers did not act.
Following an hour-long standoff, during which non-lethal bean bag rounds were deployed in an attempt to disarm Duran-Ruano, the situation took a tragic turn. Ignoring commands to halt, Duran-Ruano allegedly fired shots at officers, prompting three officers to return fire, fatally striking him.
Investigation and Aftermath
Duran-Ruano was transported to Eskenazi Hospital in critical condition and succumbed to his injuries shortly after 11 p.m. that same night. A firearm was recovered at the scene, corroborating reports of Duran-Ruano being armed during the confrontation.
IMPD’s Critical Incident Response team is overseeing the criminal investigation, while Internal Affairs conducts an administrative review. Per standard protocol, the officers involved in the shooting have been placed on administrative leave pending the outcome of the investigations.
The Use of Force Review Board, composed primarily of civilians, will convene a mandatory hearing to review the use of deadly force in this incident, once the criminal investigation concludes.
