The Metropolitan Development Commission in Indianapolis has approved a new Professional Sports Development Area (PSDA) designation for a site in the southeast side of downtown, aimed at accommodating Mayor Joe Hogsett’s proposal for a professional soccer stadium and mixed-use development.
Background: Previous Proposal and Concerns
Previously, a downtown PSDA existed on Kentucky Avenue, designated as the potential location for a Major League Soccer (MLS) franchise, proposed by Indy 11 and Keystone Group owner Ersa Ozdemir. However, concerns were raised about Ozdemir’s financing capability to complete both the mixed-use development and meet the high MLS franchise fee.
City officials expressed doubts about Ozdemir’s financial capacity to fulfill the project’s requirements fully. This led Mayor Hogsett to present an alternative site bid last Thursday, located at the current downtown Indy Heliport along Pearl Street.
Mayor Hogsett’s Proposal
Mayor Hogsett, acknowledging the risks, emphasized the city’s history of turning opportunities into achievements. The proposed site offers a backup option for the soccer stadium and mixed-use development, potentially diversifying options for the project’s ownership.
Community Response and Opposition
City-County councilwoman Kristen Jones, representing the west side of downtown, voiced strong opposition to the new proposal. She emphasized the importance of honoring the commitment to the original site and expressed support for Ozdemir’s plans.
Residents like Lena Hackett, who owns a historic office building on South New Jersey Street, are concerned about the displacement caused by the new proposal. Hackett highlights the potential for community impact and economic development associated with Ozdemir’s plans for the west side.
Deadline and Legislative Process
The city faces a deadline of June 30 to inform the Indiana House Budget Committee of its decision regarding the designation of a second potential special taxing district for the soccer stadium. However, before this, the proposal must pass the City-County Council, where significant support for the original Indy 11 project remains.
Conclusion: Balancing Opportunity and Commitment
The approval of the new PSDA designation signifies a significant step in the ongoing discussions surrounding the professional soccer stadium in Indianapolis. While Mayor Hogsett’s proposal offers a backup option and potential diversification, it faces considerable opposition from stakeholders invested in honoring the original commitment to the west side location. As the legislative process unfolds, finding a balance between seizing new opportunities and honoring existing commitments will be crucial for the city’s future development.
