Rhude, a 94-year-old military veteran, reminiscences about the early days when Oro Valley was striving to become an independent town. Serving as one of the five members on the inaugural town council in 1974, Rhude recalls the challenges they faced during the incorporation process. The Inauguration of Oro Valley

On April 15, 1974, after overcoming significant hurdles and facing resistance, the council, led by Rhude, voted to officially establish Oro Valley as a distinct town. This marked the beginning of a transformative journey for the community.

Establishing Essential Services

In the subsequent four years, Rhude continued his service on the town council, with his wife, Lila, concurrently serving as the town clerk. Together, they played pivotal roles in establishing essential services, such as the Oro Valley Police Department. At that time, Oro Valley boasted a modest population of approximately 1,800 residents.

From ‘Tiny Town’ to Thriving Community
